Police have opened an internal affairs investigation into what happened when a black youth was arrested outside the Philly Zoo Thursday

A zoo spokesperson said the group he was with is known for “soliciting money” in the area, and had recently thrown rocks and harassed staff. The group was reportedly selling water without a permit, something Police Commissioner Ross admitted happens “all over the city.” PPD has opened an internal affairs investigation into the incident.
