Police have opened an internal affairs investigation into what happened when a black youth was arrested outside the Philly Zoo Thursday

The group was reportedly selling water without a permit, something Police Commissioner Ross admitted happens “all over the city.” PPD has opened an internal affairs investigation into the incident.
