Auditor General Eugene DePasquale lambasted the PPA board Wednesday in a report in which he said the board "allowed [an] unchecked tyrant to sexually harass staff, control policies, procurement, personnel" in reference to disgraced former Executive Director Vince Fenerty, who left the PPA with a six-figure golden parachute last year. DePasquale also ripped the board for the nearly $78 million left uncollected, which could have gone to fund Philly schools. We'll have more on the report in our Week in Parking later today.
