Cleanup was supposed to begin yesterday on the Conrail tracks-turned-heroin encampment in Fairhill. But the trash and used needles littering the area are still there and the railroad said it needs more time. The good news is that, per the agreement with the city, Conrail is still on track to begin cleanup efforts by July 31.
