EAGLES ROSTER MOVES: BYE, MACLIN! HI, GORE!
So the NFL’s free agency period starts tomorrow at 4 p.m. But things are already happening, and the team that takes the practice field at Lehigh University in late July will look a lot different. Incoming: Cornerback Byron Maxell (Seahawks) and running back Frank Gore (49ers). Outgoing: Jeremy Maclin (Chiefs), as well as the stuff you’ve already heard (LeSean McCoy to Buffalo). The Daily News has a good breakdown of the kind of money Chip Kelly and co. will be waiving around in free agency; it’s the 5th most in the NFL. The rumor currently lighting up Twitter: That human highlight reel Colin Kaepernick is on the block, but the 49ers’ general manager put the kibosh on that yesterday.

Since new Pennsylvania Gov. Tom Wolf unveiled his proposed state budget last week, everyone’s been talking about the winners and losers, whether it’s taxpayers, corporations or students. Come June, those winners and losers will look completely different as the deadline to actually pass something looms (and, let’s be honest, probably expires — as it’s done nearly every year for the past decade.) But budget day in Harrisburg is an act of theater. Now, the real work gets done as legislative leaders spend the next few months making back-room deals. Here’s what has a chance, and what doesn’t.

A Philadelphia City Council committee this week decided that, by George, this city should be allowed to have “3D billboards” jutting out of the sides of Center City buildings. According to KYW, approved locations include the Convention Center, across the street from the Reading Terminal Market and on the Bellevue Hotel Garage. Anyway, we came up with some *ideas*.
