Why pot is (slightly) less illegal in PHL

It’s still a criminal offense to possess a small amount of marijuana in the City of Brotherly Love. But a new law makes the penalty for holding an ounce or less of pot a $25 fine, with a civil citation and no criminal record. (Smoking it in public ups the fine to $100.) Philadelphia is the largest city in the nation to decriminalize possession of the green stuff.
