Friends of Rittenhouse Square, the Parks department and other city officials made the decision to bar park visitors from sitting on the popular wall because of marijuana usage and vandalism. A permanent sign alerting the public to that fact went up in mid-January. It’s a warning for now, but police have told Billy Penn that fines are in the future.
