Pennsylvania has a naked ballot problem. For the first time in state election history, if mail voters don’t place completed ballots inside a provided “secrecy envelope” before putting them in the outer envelope, their votes won’t count.
It’s a big deal right now, because more than 2 million Pennsylvanians have signed up to vote by mail, and when you get your package of materials, this new rule is not exactly clear.
